Unfortunately, you can’t respec Skill Points in The Last of Us 2. Be sure to choose wisely, as once you’ve allocated them there’s no going back on your decision. You won’t be able to acquire every single skill in a single playthrough, so try to start building towards your desired playstyle as early as possible. It’s your decision whether you want to specialize in a certain Skill Tree to unlock the most powerful abilities, or whether you want to be a Jack of all trades by spreading them evenly.

If you plan to keep going beyond an initial playthrough courtesy of the New Game+ feature, then all of your previously acquired skills will carry across. Thanks to this mechanic, eventually, it’ll be possible to max out every Skill Tree and become the ultimate post-apocalyptic survivalist. As a result, you don’t need to be quite so precious if you’re in it for the long haul, as you’ll get to experiment with every skill in the end, whichever initial choices you make.

Potentially, Naughty Dog could add the ability to respec Skill Points in TLoU2 via a future update. The devs haven’t made any statement suggesting that they intend to, but ND is usually pretty good when it comes to supporting its games post-launch.
